Renewal of Memorandum of Understanding with Trinity County Department of Agriculture to Provide Regulatory Weights & Measures Inspection Services

RECOMMENDATION(S):
Recommendation
That the Board of Supervisors approve renewal of the memoranda of understanding (MOU) between the Humboldt County Department of Agriculture and the Trinity County Department of Agriculture to provide weights and measures inspection services; authorize the Chair to sign one original and one copy of the MOU; and return both copies of the MOU along with a Board order authorizing execution to the Agricultural Commissioner's Office for final processing and mailing to Trinity County.

DISCUSSION:
The Agriculture Department has provided weights & measures inspection services to Trinity County for more than 20 years because Trinity lacks the equipment required to test and certify commercial use large capacity scales, propane meters and certain retail petroleum dispensing devices. While Humboldt County was providing commissioner/sealer services to Trinity (from Nov. 2012 until June 30, 2018), weights and measures inspection services were authorized under the commissioner/sealer shared services MOU. Now that Humboldt has ceased providing commissioner/sealer services, approval of a new weights and measures MOU is necessary to continue providing weighing and measuring inspection services to Trinity County. All parties agree that past MOUs have worked well and are now requesting renewal of a new agreement for the next 3 fiscal years beginning July 1, 2018 and continuing in full force and effect through June 30, 2021.

Note: A copy of the MOU will be retained and returned to the Clerk of the Board for filing
