RECOMMENDATION(S):

Recommendation

That the Board of Supervisors receive and approve the plans and specifications for Humboldt County Correctional Facility Medical Unit Americans with Disabilities Act (ADA) Project; and authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be open on November 20, 2018.

DISCUSSION:

On September 7, 2016, the county entered into a Consent Decree with the United States Department of

Justice (DOJ) that required the commencement of the Humboldt County Americans with Disabilities Act

Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance

Project is to bring all county-owned and leased facilities that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act by September 13, 2019. The Humboldt County Correctional Facility Medical Unit Project is part of this compliance effort.

 

On December 7, 2017, the County of Humboldt entered into a consultant services agreement with Nichols, Melburg & Rossetto, AIA & Associates, Inc. (NMR) to design ADA improvements in the Humboldt County Correctional Facility Medical Unit. The construction project will renovate and improve the Medical Unit shower and adjacent holding cell making them both ADA compliant. Due to these improvements, this project will also include revisions to the existing heating, ventilation and air conditioning (HVAC) mechanical systems. Staff worked with Public Works, Correctional Staff, and NMR in the review and development of the project’s plans and timeline.

 

The construction schedule is expected to be 75 calendar days and is anticipated to begin on January 2, 2019, and completed by April 2, 2019.

 

FINANCIAL IMPACT:

The total project cost for the Humboldt County Correctional Facility Medical Unit project is estimated at $319,460. In the Fiscal Year 2017-18 budget, $20,680 was expended for design services. The ADA Compliance ISF budgeted sufficient funds for this project in the Fiscal Year 2018-19 budget.

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the plans and authorize the solicitation of the bid. However, the county may be subject to fines for non-compliance, as the Humboldt County Correctional Facility Medical Unit is a facility identified by the DOJ with ADA barriers that must be removed prior to the termination of the Consent Decree.
