RECOMMENDATION(S):
Recommendation
That the Board of Supervisors open the public hearing, accept public comment, close the public hearing, and adopt Ordinance No. ____ [Attachment 1] amending Section 312-1.3.3 of Humboldt County Code - Planning Commission Formation and Composition - to increase per-diem rates for Planning Commissioners from $30 to $140; and direct the Clerk of the Board to publish a Summary of the Ordinance within 15 days after adoption by the Board, along with the names of those Supervisors voting for and against the ordinance [Attachment 2] and to post in the Office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance along with the names of those Supervisors voting for and against the ordinance.

DISCUSSION:
This item involves adoption of an amendment to the County's Zoning Ordinance (Section 312-1.3.3 of Humboldt County Code) to achieve parity with the per-diem rate for Planning Commissioners when the rate was initiated in 1976. The Board held a public hearing on the first reading of the Ordinance on August 28, 2018. One person commented on the item at that hearing and the Board set the item for adoption at the meeting on September 11, 2018. While this item does not require a public hearing for adoption, it was noticed for a public hearing and staff recommends that the Board hold a public hearing to receive any additional public comments before adopting the ordinance.

FINANCIAL IMPACT:
Adoption of this ordinance is estimated to cost the general fund $13,820 additional dollars ($17,600 total).
