Recommendation
That the Board of Supervisors appoint Nick Wilczek as the county representative on the Access Humboldt Board of Directors.

DISCUSSION:
In 2006, as part of the re-negotiation of the local franchise for cable television services, a non-profit organization was created to manage public, educational and governmental access channels on behalf of the county and participating cities and to construct and maintain a Community Media Center. That organization, Access Humboldt, is governed by a Board of Directors comprised of persons elected by the organization's membership, persons appointed by the other Directors, and representatives from designated organizations including the county. The county's representative does not need to be a county employee but cannot be an elected official.
Since December 2010, the representative for the County of Humboldt has been a County Director of Library Services. Due to the vacancy of the Director of Library Services position in October 2017, your Board elected Sean Quincey, Senior Administrative Analyst with the County Administrative Office, to serve in the role of county representative for the Access Humboldt Board of Directors.
From 2010 through 2018, the county's designated representative slot was filled by a county employee, and this facilitated the flow of information regarding Access Humboldt. Since the date of the last appointment to the Access Humboldt Board of Directors, the Director of Library Services position has been filled by Nick Wilczek. Mr. Wilczek has expressed a desire to serve on the Access Humboldt Board of Directors.
