RECOMMENDATION(S):

Recommendation

That the Board of Supervisors Approve, and authorize the Chair of the Board to execute, the attached second amendment to the professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential alcohol and drug treatment and counseling services for the period of July 1, 2016 through June 30, 2019; and direct the Clerk of the Board to return two (2) fully executed original copies of the attached second amendment to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On June 28, 2016 (item C-15), the Board approved the professional services agreement with Alcohol Drug Care Services, Inc. (“ADCS”) regarding the provision of residential alcohol and drug treatment and counseling services.  The Board subsequently approved the first amendment to the professional services agreement with ADCS, in order to ensure compliance with State Standard Agreement No. 14-90058 between the County of Humboldt and the California Department of Health Care Services (“DHCS”), on August 15, 2017. 

 

The attached second amendment to the professional services agreement with ADCS will increase the current rate of compensation from Sixty-Nine Dollars ($69.00) per day for residential treatment services and One Hundred Six Dollars ($106.00) per day for residential detoxification services to One Hundred Twenty-Five Dollars ($125.00) and One Hundred Seventy-Five ($175.00), respectively, in order to cover the operating costs associated with providing residential alcohol and drug treatment and counseling services at ADCS’ Waterfront Recovery Services facility, which opened on November 1, 2017.  The attached second amendment to the professional services agreement with ADCS also includes clear limitations on the use of state and federal funds for promotion of legalization of controlled substances in order to ensure compliance with State Standard Agreement No. 17-94129 between the County of Humboldt and the Department of Health Care Services (DHCS).

 

Accordingly, the Humboldt County Department of Health and Human Services - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached second amendment to the professional services agreement with ADCS regarding the provision of residential alcohol and drug treatment and counseling services.

 

FINANCIAL IMPACT:

The attached second amendment to the professional services agreement with ADCS will not increase the maximum amount payable for residential alcohol and drug treatment and counseling services.  Daily rate adjustments for fiscal year (FY) 2018-19 represent an increase of 81 percent for residential treatment services and 65 percent for detoxification services.

 

The value of this agreement has been included in the approved FY 2018-19 budget for Substance Use Disorder budget unit 1180-425.  Approval of the attached amendment will not impact the Humboldt County General Fund.

 

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting the self-reliance of citizens and improving the safety and health of our communities.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose to not approve the attached second amendment to the professional services agreement with ADCS regarding the provision of residential alcohol and drug treatment and counseling services.  However, this alternative is not recommended since it would cause the County of Humboldt to be out of compliance with applicable state and federal laws and regulations.
