RECOMMENDATION(S):
Recommendation
That the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached agreement regarding region-wide Dial-A-Ride services by and between the Humboldt Transit Authority, City of Arcata, County of Humboldt and the Humboldt County Association of Governments; and direct the Clerk of the Board to return two (2) original signed copies of the attached agreement to the Department of Public Works for further processing.

DISCUSSION:
The Humboldt County Association of Governments designated the Humboldt Transit Authority as the Consolidated Transportation Services Agency for Humboldt County, effective July 1, 2016. As the Consolidated Transportation Services Agency, Humboldt Transit Authority is responsible for administering a consolidated region-wide program to provide advance reservation, curb-to-curb transportation for qualified elderly and disabled persons in the Cities of Arcata and Eureka and unincorporated areas of Humboldt County. The Dial-A-Ride program currently serves approximately 750 registrants and provides approximately 24,000 rides per year through consolidated services administered into one contract. Such services are financed by Transit Development Act funds administered through the Humboldt County Association of Governments.
The attached agreement provides for consolidation of the administrative aspects of the Dial-A-Ride program and defines the roles, responsibilities and commitments regarding the operation of the region-wide dial-a-ride services for the period of July 1, 2018 through June 30, 2019. Such consolidation will result in improved and more economical Dial-A-Ride services in Humboldt County. This agreement comes to your Board after the effective date due to lengthy negotiations associated to the consolidation of the administrative components.
FINANCIAL IMPACT:
The requested action has no financial impact to the Humboldt County General Fund. The attached agreement is for the period of July 1, 2018 to June 30, 2019 and does not increase the member agencies’ share of costs from the current year. Humboldt Transit Authority staff will evaluate the ridership data at the end of the calendar year to compare the current percentages to the actual numbers and bring it back to its board for review.
The requested action conforms to the Board’s priorities for new initiatives by safeguarding public trust through the management of resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached agreement regarding region-wide Dial-A-Ride services. This is alternative is not recommended because the consolidation of the administrative aspects of the Dial-A-Ride services will promote efficiency in operations by keeping costs down and making it easier for passengers to navigate the Dial-A-Ride system.
