RECOMMENDATION(S):

Recommendation

That the Board of Supervisors review and modify as necessary the proposed Grand Jury responses from the Board of Supervisors; review and modify as necessary the proposed Grand Jury responses from the Department of Health & Human Services and the Department of Public Works; approve the documents, as may be modified, as the response; direct the Clerk of the Board, within five working days, to submit the final response with an accompanying staff report and action summary to the 2017-18 Grand Jury and the Presiding Judge of the Superior Court; and direct the Clerk of the Board, within five working days, to submit two copies of all responses to the County Clerk/Recorder, one of which will be forwarded to the State Archivist, together with a copy of the original report.

DISCUSSION:

The Grand Jury investigates and reports on the operations, accounts, and records of the officers, departments, or functions of the county.  The county thanks the Grand Jury for their hard work and efforts that they have put forth in their 2017-18 Grand Jury reports.

                     

The Grand Jury has submitted 11 reports to the Presiding Judge of the Superior Court. Each department head or agency mentioned in the report is required to respond. All of the Grand Jury’s reports are available on its web page at humboldtgov.org/GrandJury. As it relates to the County of Humboldt, the reports and responding agencies are as follows:

 

                     “Know Where to Run, Know Where to Hide”. The Grand Jury has requested responses from the Board of Supervisors and the Sheriff’s Office.

 

                     “Jails and Facilities”. The Grand Jury has requested responses from the Board of Supervisors, Director of Mental Health Services, Public Works Department and the Sheriff’s Office.

 

                     “Humboldt Bay Trail Maintenance and Public Safety”. The Grand Jury has requested responses from the Board of Supervisors, City of Arcata, City of Eureka and the Sheriff’s Office.

 

                     “Dogs on the Run”. The Grand Jury has requested a response from the Board of Supervisors, Department of Public Health, Eureka City Council, Fortuna City Council, and the Sheriff’s Office.

 

                     “2016-2017 Compliance and Continuity Report”. The Grand Jury has requested responses from the Board of Supervisors, Department of Health and Human Services, Eureka Police Department, Arcata Police Department, Fortuna Police Department, and the Sheriff’s Office.

 

                     “Humboldt County Water Quality at the Water’s Edge”. The Grand Jury has requested responses from the Board of Supervisors and the Department of Health and Human Services.

 

                     “Is Measure Z Measuring Up?”. The Grand Jury has requested responses from the Board of Supervisors.

 

                     “Humboldt County’s Future, Scene through the Looking Glass”. The Grand Jury has requested responses from the Board of Supervisors.

 

                     “Do you Know What I Know? - Juvenile Court Hearings”. The Grand Jury has requested responses from Child Welfare Services.

 

                     “We Have a Problem, but More Special Education is Not the Answer”. The Grand Jury has requested responses from the Department of Health and Human Services, Humboldt-Del Norte SELPA, Humboldt County Office of Education, and the CASA Board of Directors.

 

Draft responses to these reports have been prepared and included for consideration and modification as the Board deems appropriate.

 

FINANCIAL IMPACT:

There is no financial impact related to providing a response.  Some individual responses may require expenditures.

 

This agenda item supports the Board’s Strategic Framework by safeguarding the public’s trust.
