RECOMMENDATION(S):

Recommendation

That the Board of Supervisors adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof to apply for and accept, if awarded, an allocation of one-time funding made available through the California Department of Health Care Services’ Homeless Mentally Ill Outreach and Treatment Program.

DISCUSSION:

The California Department of Health Care Services’ (“DHCS”) Homeless Mentally Ill Outreach and Treatment Program is designed to provide flexible one-time funding for county activities involving individuals with serious mental illness who are homeless or at risk of becoming homeless.  All counties within the State of California are eligible to receive funding through the Homeless Mentally Ill Outreach and Treatment Program, and are encouraged to leverage such funding with other funding sources and initiatives, including, without limitation, efforts to address mental illness among populations with a high likelihood of homelessness.

On July 31, 2018, DHCS announced that it would be accepting applications for one-time funding made available through the Homeless Mentally Ill Outreach and Treatment Program as authorized by California Senate Bill 840.  In order to receive such funding, the County of Humboldt must submit a letter of interest, along with a resolution of the Humboldt County Board of Supervisors authorizing such submittal, to DHCS on or before September 25, 2018.

 

Accordingly, staff recommends that the Board adopt the attached resolution which authorizes the Humboldt County Department of Health and Services Director, or a designee thereof, to apply for, and accept, if awarded, an allocation of one-time funding made available through DHCS’ Homeless Mentally Ill Outreach and Treatment Program.

 

FINANCIAL IMPACT:

Upon approval of the county’s application regarding participation in DHCS’ Homeless Mentally Ill Outreach and Treatment Program, the Humboldt County Department of Health and Human Services (“DHHS”) will receive one-time funding in the amount of Two Hundred Thousand Dollars ($200,000.00), to be deposited in DHHS - Mental Health Administration budget unit 1170-424. The county is encouraged, but not required, to match such funding with local mental health funds. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.

 

The recommended action supports the Board of Supervisors’ strategic plan by creating opportunities for improved safety and health and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached resolution authorizing DHHS to apply for, and accept, if awarded, funding made available through DHCS’ Homeless Mentally Ill Outreach and Treatment Program.  However, this alternative is not recommended since it would not allow the County to receive funding that would be used to support local activities involving individuals with serious mental illness who are homeless or at risk of becoming homeless.
