That the Board of Supervisors authorizes the Chair to sign the letter of invitation.

DISCUSSION:
On July 24, 2018, your Board voted to create an ad hoc committee to discuss (among other issues) the range of services the Department of Health and Human Services (DHHS) is making available to members of the eight federally recognized Tribes in Humboldt County. Of particular concern to the Board was that DHHS make culturally appropriate services available to all Native American children and families involved with Child Welfare Services.

In recognition of the significance of this committee to the Tribes and Tribal leadership, DHHS Director Connie Beck respectfully requests that the Board of Supervisors send a government-to-government invitation to the Tribal Councils of the Bear River Band of Rohnerville Rancheria; the Big Lagoon Rancheria; the Blue Lake Rancheria; the Karuk Tribe of California; the Hoopa Valley Tribe; the Trinidad Rancheria; the Wiyot Tribe; and the Yurok Tribe requesting they, or their designated representative, serve on this ad hoc committee.

FINANCIAL IMPACT:
The Government-to-Government invitation does not have direct financial impact. The original Red Deed Consulting contract that initiated the formation of the ad hoc committee was in the amount of One Hundred Eighty Four Thousand Six Hundred Dollars ($184,600) which was budgeted in the adopted county budget in fund 1160, budget unit 508 for fiscal year 2018-19. There is no impact to the county general fund.
