RECOMMENDATION(S):
Recommendation
That the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Montgomery Consulting regarding the provision of technical assistance with the evaluation and implementation of mental health and substance use disorder services; authorize the Humboldt County Health and Human Services Director to execute any and all future amendments to the professional services agreement with Montgomery Consulting after review and approval by County Counsel, Risk Management; and direct the Clerk of the Board to return two (2) fully executed original copies of the attached first amendment to the Humboldt County Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Mental Health ("DHHS - Mental Health") provides inpatient and outpatient mental health, substance use disorder and other mandated and specially funded services to individuals with serious mental illness in Humboldt County. Provision of mental health services and funding for public mental health programs are both complex at their core and changing laws and regulations have compounded the issues in public mental health administration.
