RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve Cooperative Agreement No. 17-0453-013-SF known as the Pierce's Disease Control Program contract between Humboldt County and the California Department of Food and Agriculture; authorize the Chair to sign the original agreement, one copy of the cover page, and direct the Clerk of the Board to return all copies to the Agriculture Department for further processing; and grant a waiver from the provisions of the Nuclear Free Ordinance.

DISCUSSION:

The Agricultural Commissioner's Office receives annual funding from CDFA to off-set local costs associated with performing certain state-mandated functions. The Pierce's Disease Control Program (PDCP) contract funds activities that are intended to protect Humboldt County's viticulture industry from Pierce's Disease. Pierce's Disease is a deadly disease of grapevines caused by the bacterium Xylella fastidiosa, and is spread by insects know as Glassy-winged sharpshooters. In addition to grapes, Glassy-winged sharpshooters feed on a wide variety of crop and ornamental plants. To prevent the spread of

Pierce's Disease to Humboldt County, the PDCP program monitors nursery stock and other plant product shipments from areas under quarantine for any life stages of the Glassy-winged sharpshooter (GWSS), the primary vector for Pierce's Disease. Agriculture Department staff also place and inspect traps for GWSS at nurseries and in ornamental plantings of residential areas surrounding nurseries. Standard Agreement No.

17-0453-013-SF provides two years of funding for the PDCP in Humboldt County (FY 2018-19 and 2019-

20). A waiver from the provisions of the Nuclear-Free Ordinance is requested because the State of California will not modify its standard agreements to accommodate local ordinances.

 

FINANCIAL IMPACT:

There is no net cost to Humboldt County for the Pierce's Disease Control Program. All costs for personnel, mileage and supplies will be reimbursed by the contract. Standard Agreement No. 17-0453-013-SF provides $19,179.92 ($9,589.96 in each fiscal years 2018-19 and 2019-20) for Agriculture Department activities related to the Pierce's Disease Control Program for two fiscal years from July 1, 2018 to June 30, 2020. All cost are billed to CDFA on a monthly basis and payment is made in arrears to Humboldt County. The department's revenue and expenditure accounts were previously funded in anticipation of this agreement therefore no supplemental budget accompanies this request.

 

Approval of this agreement is consistent with your Board's Strategic Priority Framework and core role of enforcing laws and regulations to protect residents.
