RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve the plans and specifications; and direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 10, 2018, at 2:00 pm.

DISCUSSION:

On February 14, 2017, FEMA declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. The storm damage site at Tompkins Hill Road, Post Mile 2.70, experienced roadway and shoulder failure. Approximately six (6) feet of the outside driving lane dropped two (2) feet which reduced the road to one (1) lane and disconnected a private driveway.

 

On May 9, 2018, Public Works received FEMA funding to repair the Tompkins Hill Road Post Mile 2.70.

The proposed work to be done consists of excavating into the hillside so the road may be re-aligned away from the failure, a new driveway access point will be constructed and the old driveway abandoned, severd trees will be removed for the realignment, a new fence installed, a rock buttress placed to stabilize the excavated hillside, the roadway structural section reconstructed with aggregate base and hot mix asphalt and erosion control measures such as hydroseeding and fiber rolls will be installed.

 

The Department of Public Works recommends that the Board of Supervisors approves the attached plans and specifications, advertise the project and proceed to construction.

 

FINANCIAL IMPACT:

This project is being funded by FEMA Disaster funds. FEMA will cover 75 percent of the costs, Cal OES will cover 75 percent of the remaining 25 percent of the costs, and the Road Fund will cover the remaining 6.25 percent of the project costs. The engineer's estimate for the construction contract is $160,930. Construction costs are included in the Fiscal Year 2017-18 Road Fund Budget. This project will not impact the General Fund.

 

This project conforms to the Board of Supervisors' Core Role of providing for and maintaining infrastructure as identified in the Board's Strategic Framework.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the project. However, staff does not recommend this alternative because the road is currently vary narrow due to the road damage failure and in danger of being closed, and the project will repair the roadway using funds that would not otherwise be available to the county.
