RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve the attached fiscal year 2017-18 supplemental budget for budget unit 1100 211, to increase the appropriation for object code 2311 witnesses expense, due to a $5,000 grant award from the Dean G. Christensen Community Investment Program.

DISCUSSION:

A member of the Humboldt County Child Abuse Services Team (C.A.S.T) proposed applying for a grant with Coast Central Credit Union to address an identified area of financial hardship for families and/or the support network of victims/witnesses during the investigation and/or prosecution of C.A.S.T cases. The grant is the Dean G. Christensen Community Investment Program that provides grant-funding opportunities to Humboldt, Del Norte, and Trinity Counties' local organizations that provide the greatest impact.

 

The judicial process can be lengthy and require multiple trips to the courthouse for case related items or appointments. Many services provide only for the victims/witnesses but not the entire support network. Depending on where the victims/witnesses reside, a trip to the city of Eureka can be a financial hardship during the legal process where multiple trips can be required. Being able to provide meal vouchers to victims/witnesses and their support network who come to Eureka for an interview, court hearings and victim service appointments help the support network to focus on the needs of the victim without the added stress of a financial hardship.

 

Coast Central Credit Union through the Dean 0. Christensen Community Investment Program has selected C.A.S.T. to receive a $5,000 grant award. This grant award is to be utilized for meal vouchers only. These vouchers will be issued to the victims/witnesses along with members of their support group throughout the duration of the judicial process or case related appointments.

 

FINANCIAL IMPACT:

The supplemental budget will increase the appropriation in the Child Abuse Services Team witness expenses object code (1100-211-2311) by $5,000. There will be no impact to the county's General Fund.

 

This item supports the Board's strategic framework by protecting vulnerable populations, facilitating public and private partnerships to solve problems and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may elect to not approve this grant award and supplemental budget, however, it is not recommended. This funding will help to ensure assistance for victims/witnesses and their support group throughout the judicial process.
