Tobacco-Free Humboldt Allocation Agreement with California Tobacco Control Program and Supplemental Budget (4/5 Vote Required)

 

Recommendation

That the Board of Supervisors accept the Tobacco-Free Humboldt (TFH) allocation agreement with the California Tobacco Control Program (CTCP) in the amount of $1,304,010 for the period of July 1, 2017 through June 30, 2021; authorize the Director of Public Health to sign the yearly allocation agreement for fiscal years (FY) 2017-21; approve Attachment B: Supplemental budget to increase revenues by $219,105 in fund 1175 Public Health, budget unit 412 Tobacco Education (4/5 vote); direct Auditor-Controller to establish an interest bearing trust fund, per Local Lead Agency Allocation Agreement Terms and Conditions (attached) and Proposition 56; direct Auditor-Controller to supplement Fund 1175, per Attachment B; authorize the Director of Public Health or designee to approve all future applications to the allocation agreement and documents directly related to those applications that do not require matching funds from the county; and approve the allocation of one full-time (1.0 FTE) Health Education Specialist I/II position (salary range 370/403 class 1595) in budget unit 414 effective the beginning of the bi-weekly pay period following approval.
