Bid Award Authorization, Cash Match Resolution and Supplemental Budget for the Juvenile Hall Replacement Facility Construction Project, Project Number 170212 (4/5 Vote Required)
Recommendation
That the Board of Supervisors receive and file the bids (Attachment 1) for the Juvenile Hall Replacement Facility Construction Project, Project Number 170212 ("Juvenile Hall Replacement Project"); award the Juvenile Hall Replacement Project to the lowest responsible and responsive bidder, Hal Hays Construction Inc., Riverside, California, in the amount of $15,338,000 for the base bid and additive alternate #1 and additive alternate #2; authorize the Board Chair to execute an agreement, in substantially the same form as the sample construction agreement submitted to your Board on June 7, 2016, with Hal Hays Construction, Inc., after staff approves the bonds and insurance submitted thereby; approve increasing the amount of funding allocated to the Juvenile Hall Replacement Project from the 2016 Interim Financing from $2.1 million to $2,392,311; adopt the attached resolution (Attachment 2) clarifying the County of Humboldt funding source for the Juvenile Hall Replacement Project, approving a contract award to construct to the new juvenile hall replacement facility; approve the attached supplemental budget (Attachment 3) to recognize the total local match required for the Juvenile Hall Replacement Project (4/5 vote required); and authorize the Humboldt County Public Works Director to issue a Notice to Proceed to Hal Hays Construction Inc., once the County of Humboldt receives a written Notice to Proceed to Award from the California Department of Finance.
