Memorandum of Agreement between City of Eureka and County of Humboldt for Planning and Establishment of a Traffic Impact Fee Program to be Implemented within the Greater Eureka Area
 
Recommendation
That the Board of Supervisors approve the Memorandum of Agreement between the City of Eureka and County of Humboldt to plan and establish a traffic impact fee program for the unincorporated greater Eureka area. Authorize the chair to sign the Memorandum of Agreement after funding has been identified and approved (Attachment 1); consider for inclusion in the FY 2015-16 adopted budget an additional funding request of $130,000 from the General Fund for the establishment of the traffic impact fee and refer the matter to the public hearing on 06/08/2015; direct staff to work with the City of Eureka to jointly issue a request for proposals (RFP) for the preparation of a traffic impact study; and direct staff to work with the City of Eureka to assess the process necessary to adopt an interim fee while the traffic impact study is being prepared.
