RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached employment agreement with Dr. Ian Hoffman regarding the provision of Health Officer services for the period of January 2, 2022 through December 31, 2022;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached employment agreement with Dr. Ian Hoffman, after review and approval by County Counsel, Human Resources and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached employment agreement with Dr. Ian Hoffman to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Pursuant to California Health and Safety Code Section 101000 and California Government Code Section 24000(s), counties are required to maintain a Health Officer. The Health Officer is required to enforce and observe: board orders and ordinances pertaining to public health matters, quarantines and regulations; State of California public health orders, including, without limitation, quarantine and other regulations prescribed by the California Department of Public Health; and statutes relating to public health. The Health Officer is further required to implement measures to prevent the spread of communicable diseases such as tuberculosis and COVID-19.
