RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including all change orders approved by the Public Works Department, between Kapel Construction, Inc., and Humboldt County for construction of Storm Damage Repair to Eel River Drive Post Mile 1.00; and
2. Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $297.53, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:
On Feb. 14, 2017, FEMA declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Eel River Drive, Post Mile 1.00, experienced a severe sink hole that closed the roadway to traffic. The sink hole was the result of a culvert failure from the increased stream flow. The Department of Public Works provided a temporary repair to open the road for summer traffic, but the sink hole reappeared when the rainy weather returned. Traffic used U.S. Highway 101 or Singley Road for a detour until the culvert replacement project was completed.
The work consisted of excavating the roadway prism above the failed culvert, removing the existing pipe, installing a new concrete culvert, reconstructing the roadway embankment and structural section, paving, and placing erosion control measures.
On Dec. 12, 2017, the county received funding approval from FEMA to replace the culvert and repair the roadway. On June 5, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for ...
