Recommendation
That the Board of Supervisors:
1. Authorize the extension of extra-help employment hours for Public Works Dispatcher, Richard LaPreziosa, to a maximum of 1920 hours for fiscal year (FY) 2023-24 (4/5 Vote Required).

DISCUSSION:
Richard LaPreziosa has been working as an extra-help employee during the current fiscal year. To date, Mr. LaPreziosa has worked a total of 910.75 hours as an Extra Help Public Works Dispatcher. Public Works Roads is requesting an extension of extra-help hours to the total of 1920 hours for the remainder of FY 2023-24. The requested extension of extra-help hours is necessary to maintain the level of services provided by, and maintain the workload of, Public Works Roads Dispatch.

Narrative Explanation of Financial Impact:
Estimated salary and benefit cost for the requested extension of extra-help is $21,631 for fund 1200 budget unit 325, Public Works Roads. There are sufficient funds budgeted in Roads Operating object line 1400 Extra Help to cover the additional cost of these hours. The ongoing challenge with the Road Fund is the negative fund balance and very long delays in reimbursements from federal and state sources.
All extra-help employees working beyond nine hundred and sixty (960) hours are subject to paying into the California Public Employee Retirement System (PERS). The additional costs for PERS have been included in the above-mentioned estimated salary cost for the requested extension of extra-help hours
