RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive a report from Department of Health and Human Services (DHHS) - Public Health regarding the current status of novel coronavirus (COVID-19) in Humboldt County; and
2. Adopt the attached resolution which terminates the Local Emergency as declared by the Humboldt County Sheriff on March 31, 2020.

DISCUSSION:
On March 17, 2020, your Board received an update from DHHS regarding the then-current status of COVID-19 pandemic in Humboldt County and ratified a resolution declaring the existence of a local emergency related to the virus. On March 31, 2020, the Humboldt County Sheriff declared a local emergency related to the COVID-19 pandemic, which was subsequently ratified by your Board on April 6, 2020.

Since then, DHHS - Public Health and other county staff have provided biweekly updates surrounding COVID-19 data and related activities to your Board and the community.

As recent conditions surrounding the COVID-19 pandemic have allowed response efforts to be managed by Public Health staff, it has been determined that the local emergency as declared by the Humboldt County Sheriff and subsequently ratified by your Board on April 6, 2020, can be terminated without disruption of efforts to mitigate the spread of COVID-19.

To ensure the ability to continue using state and federal resources as needed for the COVID-19 response, the local health emergency as declared by the Humboldt County Health Officer on March 11, 2020, as ratified by your Board on March 17, 2020, will remain in place for the time being.

FINANCIAL IMPACT:
