Recommendation
That the Board of Supervisors:
1. Authorize the chair to sign the letter of support; and
2. Direct the Clerk of the Board to send the letter of support.

DISCUSSION:
Supervisor Arroyo is requesting a letter of support for SB 684, the Polluters Pay Climate Superfund Act of 2025, which she recommends due to alignment with the county's commitment to proactive climate action and community resilience. Humboldt County faces severe climate impacts including intensified wildfires, winter storms and the fastest sea level rise on the West Coast and has conducted numerous climate studies and developed a Regional Climate Action Plan to reduce emissions and protect local infrastructure. SB 684, which is co-authored by Assemblymember Chris Rogers, is intended to support the county's climate-related efforts by generating funding for statewide climate mitigation and adaptation. Supervisor Arroyo believes this legislation is critical to ensuring that those responsible for climate damage, not local governments, or residents, bear the costs of addressing it.
