RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Eel Rock Road (7D010) Post Miles 0.50, 0.60, and 1.90 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 28, 2022 at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Eel Rock Road (7D010) Post Miles 0.50, 0.60, and 1.90, located near the community of Eel Rock in the southern portion of Humboldt County, experienced roadway settlement due to saturated embankment slipping beneath the roadway. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

On April 10, 2018, and Sept. 17, 2019, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the Eel Rock Road (7D010) Post Miles 0.50, 0.60, and 1.90 storm damage repair project. Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company and the Humboldt County Survey Division and geotechnical report prepared by Crawford and Associates.
