RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the MOU with First 5 Humboldt for the period beginning upon execution through June 30, 2021 to provide and coordinate trainings for County staff and others serving County Foster Youth (Title IV-E Foster Care Administrative Activities);
2. Authorize the DHHS Director, or a designee thereof, to amend program elements of the agreement as necessary after review and approval by County Counsel and Risk Management for the term of upon execution through June 30, 2021; and
3. Direct the Clerk of the Board to route the fully executed agreement to DHHS- Contract Unit for further processing.

DISCUSSION:
The MOU with First 5 Humboldt will support workforce development and trainings in the areas of social work, mental health, parent education and support, child development, and early care and education, to support professionals and para-professionals who serve county foster youth. The services provided pursuant to the terms and conditions of this MOU, include, without limitation, providing trainings such as, but not limited to: Trauma-informed Practice: workplace-based training; Community Resilience Model (tm) Train the Trainer; Understanding Development for Care Planning: ASQ3 and SE-2 training; Social and Emotional Foundations for Early Childhood Train the Trainer; Strengthening Families; Reducing the Impact of Secondary Trauma: Reflective Practice 1.
