RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file a presentation on the 2024 Point-in-Time Count and other Housing and Homeless related services; and
2. Provide direction regarding the submission of a Public Records Act request or letter to the Mayor of San Francisco regarding the City of San Francisco's Journey Home program.

DISCUSSION:
The United States Department of Housing and Urban Development, known as HUD, requires that Continuums of Care conduct a Point-in-Time (PIT) count of unsheltered people experiencing homelessness biannually. The Humboldt Housing & Homelessness Coalition (HHHC), Humboldt's Continuum of Care, conducted a PIT count in the early morning hours of January 23, 2024. The County of Humboldt, through the Department of Health & Human Services (DHHS), is the administrative entity for the HHHC. DHHS will present data from the 2024 PIT Count and share how HUD and the State uses PIT Count data to inform funding decisions. DHHS will also be providing other housing updates to inform your Board on housing funding, permanent supportive housing units, and services to persons experiencing homelessness.
Recent news articles about the City of San Francisco's Journey Home Program indicate that Humboldt County is the among the top three destinations in the state where people experiencing homelessness in San Francisco were sent by the program.
