RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Standard Agreement No. 26-0088-000-SA, known as the Weighmaster Enforcement Program contract with the California Department of Food and Agriculture-Division of Measurement Standards for the period of July 1, 2026 through June 30, 2027 in the amount of $480; and
2. Authorize the Chair to sign the original agreement, and direct the Clerk of the Board to return all signed copies to the Agricultural Commissioner's office for further processing; and
3. Grant a waiver from the provisions of the Nuclear Free Ordinance.

DISCUSSION:
The Agricultural Commissioner's office receives annual subventions from California Department of Food and Agriculture (CDFA)-Division of Measurement Standards (DMS) to offset the local cost of enforcing certain state-mandated programs. Cooperative Agreement No. 26-0088-000-SA provides funding for Humboldt County's Weighmaster Enforcement Program activities. DMS will pay Humboldt County $240 for each completed initial inspection of an assigned junk dealer or recycler establishment licensed as a weighmaster to determine compliance with Business and Professions Code section 12703.1. An initial inspection is the first physical inspection in the fiscal year of a business location after renewal or issuance of a weighmaster license. The total allocation to the County for these inspections shall not exceed $480.
