RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and ratify the Department of Health and Human Services Agreement with the Governor's Office of Business and Economic Development (Go-Biz) of the California Community Reinvestment Grant (CalCRG)
2. Authorize the Director of Health and Human Services or a designee thereof to sign all future amendments and documents directly related to these agreements upon review and approval of County Counsel, Risk Management, and the County Administrative Office.
3. Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

SOURCE OF FUNDING:
California Community Reinvestment Grant is funded by the cannabis excise and cultivation taxes imposed by Revenue and Taxation Code sections 34011 and 34012, respectively.

DISCUSSION:
In January of 2022, Department of Health and Human Services (DHHS) Employment and Training Division (ETD) applied for the California Community Reinvestment Grant (CalCRG). The grant is focused on communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs (WoD). Funding will support the work rehabilitation for persons with a history of justice involvement through subsidized employment opportunities, job preparation assistance, intensified case management, and education.

On May 11, 2022, CalCRG awarded the County with the grant. The grant documents were sent electronically. The Director of DHHS, signed the award document, however after further review it was found that the document was the Grant Agreement.
