RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership application from Marlee Mansfield-Chavez, Timmothy Hooven, and James Forbes (attachments 1, 2 and 3); and
2. Appoint Marlee Mansfield-Chavez, Timmothy Hooven, and James Forbes to the Humboldt County Workforce Development Board (HC-WDB) for a two-year term effective immediately pursuant to HC-WDB Bylaws.

DISCUSSION:
The Humboldt County Workforce Development Board (HC-WDB) is an advisory board to the Humboldt County Board of Supervisors and is required by the Workforce Investment Opportunity Act (WIOA) to oversee Humboldt's workforce system and funding opportunities. The mission of the HC-WDB is to offer resources that meet employer and employee needs for the county's continued prosperity. Under WIOA law, HC-WDB must be composed of certain public agencies and labor unions, including but not limited to private sector businesses, community-based organizations providing workforce services, and vocational rehabilitation.

On Feb. 17, 2023, the HC-WDB unanimously approved the applications of Marlee Mansfield-Chavez, Timmothy Hooven, and James Forbes for board membership which helps the board retain its compliance to WIOA law.

The appointment of Marlee Mansfield-Chavez fulfills the requirement for representatives of the workforce from community-based organizations (CBO) with experience and expertise in addressing barriers to employment for eligible youth, including out of school youth. The appointment of Timmothy Hooven represents private sector businesses in building and systems construction.
