RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bids for accessibility upgrades for the Humboldt County Correctional Facility Accessibility Improvement Project, Project Number 2019-102;
2. Award the project to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc.;
3. Authorize the Purchasing Agent to sign the construction agreement with Adams Commercial General Contracting, Inc., in the form of the attached sample agreement subject to approval from County Counsel and Risk Management; and
4. Authorize the Purchasing Agent to sign any and all amendments to this agreement after approval from County Council.

DISCUSSION:
On Sept. 7, 2016, the county entered into a consent decree with the United States Department of Justice (DOJ) that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all county-owned and leased facilities that provide programs, services or activities to the public into compliance with the Americans with Disabilities Act (ADA). After significant progress with Consent Decree access barrier removal, the DOJ opted not extend the Consent Decree and the Consent Decree expired on Mar. 13, 2020. This project illustrates the county's continued commitment towards access barrier removal at its remaining facilities as well as completing the remaining access barrier removal outlined in the Consent Decree.
