RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Storm Damage Repair on Nancy Court (3J428) at Post Mile 0.08 Project;
2. Accept Public Work's determination that the project is exempt from California Environmental Quality Act (CEQA) Guidelines pursuant to California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15302 - "Replacement or Reconstruction" and 15269(a) - "Emergency Projects"; and
3. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Sept. 10, 2024, at 2:00 p.m.

DISCUSSION:
On Feb. 2, 2024, the Governor of California declared a disaster for Humboldt County due to the late Dec. 2023 through early Jan. 2024 winter storms. These winter storms caused widespread river and coastal flooding, flash flooding, high surf conditions, mudslides and debris flows that resulted in significant damage to roadways, public and private properties. Nancy Court (3J428) Post Mile 0.08, located in the Pine Hill area of mid-Humboldt County experienced culvert failure and embankment failure due to erosion at a storm drain outlet within a public maintained drainage easement.

Public Work's hired Miksis Services, Inc. to investigate the storm drainage system using a remote-controlled video camera. MSI reported the culvert's condition and damage locations that resulted in the sink hole and slope failure at the storm drain outlet.
