RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution (Attachment 1) authorizing the Director of the Department of Public Works, or their designee, to execute a Restricted Grant Agreement with the California Department of Transportation (Caltrans) for the Humboldt County Free Waste Disposal Voucher Program (Attachment 2);
2. Grant a waiver from the provisions of the Nuclear Free Ordinance (4/5th vote required);
3. Approve the attached supplemental budget (Attachment 3) in the amount of $60,000 for the Public Works Solid Waste Division for the Clean California Program (4/5 vote required); and
4. Direct the Clerk of the Board to provide a fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to Caltrans.

DISCUSSION:
The Clean California Local Grant Program, managed by Caltrans, has a history of supporting local governments in litter reduction and beautification projects. The adoption of this resolution will empower the Department of Public Works to effectively engage in the Caltrans Clean California Local Grant Program. The Director of Public Works or their designee will be authorized to handle all aspects of the grant, including the application, acceptance, and administration of funding.
