RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Appoint Roger William Hall to fill the vacancy on the Alderpoint County Water District governing board for two years, ending the first Friday of December 2022.

DISCUSSION:
Governing board member, Theresa Craig, resigned from the Alderpoint County Water District on December 31, 2019. A second governing board member, Georgia Hespen, resigned in January 2020, due to health reasons. Pursuant to Government Code, Section 1780 (d)(1), Alderpoint County Water District posted notice of the vacancy in three conspicuous places in the district for 15 days. Government Code, Section 61040, requires government board members to be registered voters and reside within the district boundary. Two registered voters who live in the district expressed interest in serving on the governing board. Prior to either vacancy being filled a third governing board member, Rosalee Crenshaw, resigned on March 4, 2020, due to health reasons, resulting in a lack of quorum.

On April 28, 2020, the Board of Supervisors appointed Kimberly Hintz to the governing district board to create a quorum. Due to COVID-19 restrictions on meetings and bandwidth limitations for web-based meetings, the Alderpoint County Water District was unable to appoint Roger William Hall to fill another vacancy prior to the 60-day district appointment period expiring.

Pursuant to Government Code, Section 1780 (f)(1), when a vacancy is not filled by the district board by appointment, the board of supervisors of the county may appoint a person to fill the vacancy within 90 days of the date of the vacancy.
