RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Resolution approving subsequent Local Area Designation and Local Workforce Development Board Recertification request for Program Years 2019-2021 and authorize the Chair of the Board to sign the Recertification Application (Attachment 1);
2. Authorize and direct the Chair of the Board to sign the two (2) copies of the LWDB Recertification Request for Program Years 2019-2021 (Attachment 2); and
3. Direct the Clerk of the Board to return two (2) signed originals of the LWDB Recertification Request for Program Years 2019-2021 to the Economic Development Department for submission to the California Workforce Development Board.

DISCUSSION:
The federal Workforce Innovation Opportunity Act, P.L. 113-128, (WIOA) was signed into law on July 22, 2014, thus superseding the Workforce Investment Act (WIA) of 1998. The intent of WIOA is to provide workforce development activities through statewide and local systems that increase the employment, retention, and earnings of participants, and increase attainment of recognized credentials by participants.
In California, WIOA is administered by the California Employment Development Department (EDD). Humboldt County is the designated Local Workforce Innovation Area (LWIA) for this region of the state, administered by the Humboldt County Local Workforce Development Board (HC-LWDB). The Board of Supervisors is designated as the Chief Elected Official (CEO) for the HC-LWDB.
