RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the McKinleyville Safe Routes to School Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 4, 2023, at 2:00 p.m.

DISCUSSION:
Humboldt County Department of Public Works ("Public Works") received grant funding under the California Department of Transportation Active Transportation Program ("ATP") Safe Routes to School to design and construct pedestrian and bicycle safety features near McKinleyville High School and Morris Elementary School. The project's scope is to upgrade curb ramps and driveways to current Americans with Disabilities Act standards near both schools, provide a bicycle lane along Bates Road, install a pedestrian crossing with flashing beacons on McKinleyville Avenue, install infill sidewalk, and widen the shared-use path at Norton Creek. The non-infrastructure component of the project with the purpose to educate and encourage student use is currently under contract with Redwood Community Action Agency (RCAA).

On May 7, 2019, Public Works determined that the McKinleyville Safe Routes to School Project is Class 1 Categorical Exempt per CEQA Guidelines, Section 15301.

On Jan. 20, 2022, Public Works received funding approval for construction of the McKinleyville Safe Routes to School Project from the California Transportation Commission ("CTC").
