RECOMMENDATION(S):
Recommendation
That the Planning Commission:

1. Receive the staff report and recommend that the Board of Supervisors receive and file the staff report concerning the 2025 General Plan Annual Progress Report (Attachment 1) and the 2025 Housing Element Annual Progress Report, summarized in Attachments 1 and 1A pursuant to Government Code Section 65400(a)(2).

Project Location: All unincorporated areas of Humboldt County.

Present General Plan Land Use Designation: All land use designations.

Present Zoning: All zoning districts.

Environmental Review: Consideration and acceptance of the General Plan and Housing Element Annual Progress Reports is informational in nature, does not create or alter policy, and is therefore exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306.

State Appeal: Project is not appealable to the California Coastal Commission.

Executive Summary:
Government Code Section 65400(a)(2) requires that planning agencies prepare two annual progress reports (APR), a General Plan APR and a Housing Element APR, and provide them to the Governor's Office of Land Use and Innovation (LCI) and the Department of Housing and Community Development (HCD) by April 1 of each year.
