Fire Protection Reimbursement Agreement between the County of Humboldt and the California Department of Forestry and Fire Protection (Cal FIRE) to Provide Fire Protection Services in County Service Area (CSA) #4 and Fire Dispatch Services
RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Chair to execute the Fire Protection Reimbursement Agreement 1CA04409 with Cal FIRE for fire protection services to CSA #4 and fire dispatch services, beginning July 1, 2019 through June 30, 2020;
2. Waive the Humboldt Nuclear-Free Clause;
3. Direct the Clerk of the Board to submit five copies of the agreement and two copies of the Board Resolution to the County Administrative Office for processing; and
4. Direct the Human Resources Director to provide a certificate of insurance (two certified copies) with the following wording "State of California, its officers, agents, employees and servants are included as additional insured's for the purpose of this contract. Insurer will not cancel the insured's coverage without 30 days prior notice to State."

DISCUSSION:
By state law, Cal FIRE is responsible for protecting natural resources from forest fires, whereas local agencies are primarily responsible for protecting life and property from fires and other emergencies. Cal FIRE provides fire protection services in the Trinidad area during the fire season.
For many years, the county has contracted with Cal FIRE to provide fire protection services during the non-fire season in CSA #4. CSA #4 includes the community of Westhaven, the unincorporated area surrounding the City of Trinidad, and the unincorporated area adjacent to U.S. Highway 101 stretching approximately ten miles north of Trinidad, see attached map.
