RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County Department of Public Works Director, or a designee thereof, to apply for, and if awarded, accept, and administer funding made available through California Department of Resources, Recycling and Recovery grants for which the County of Humboldt is eligible; and
2. Direct the Clerk of the Board to provide one (1) fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Resources, Recycling and Recovery.

DISCUSSION:
California Public Resources Code Sections 48000, et seq. authorize the California Department of Resources Recycling and Recovery ("CalRecycle") to administer various grant programs in furtherance of the State of California's efforts to reduce, recycle and reuse solid waste generated in California thereby preserving landfill capacity and protecting public health and safety and the environment.

In furtherance of the above-referenced authority, CalRecycle is required to establish procedures governing the application, awarding and management of the grants. CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants.
