RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve grant agreement # 22-11114 with the California Department of Public Health (CDPH) Substance and Addiction Prevention Branch to implement local cannabis education and youth prevention for $600,000 for the term of July 1, 2023, through June 29, 2026;
2. Authorize the Department of Health and Human Services - Public Health Director or a designee thereof to sign the agreement;
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related to the attached grant agreement, including subcontracts, after review and approval by County Counsel and Risk Management;
4. Approve the supplemental budget (Attachment 2) in the amount of $203,774 in fund 1175 Public Health, budget unit 452001- Substance and Addiction Prevention Branch to implement local cannabis education and youth prevention for FY 2023-2024, (4/5 vote required); and
5. Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS - Contract Unit.

DISCUSSION:
Youth in Humboldt County are using cannabis more frequently and earlier than youth in other parts of the state, due to the prevalence of cannabis and an overall lack of protective factors. Youth consuming cannabis products in higher percentages than the state average is a public health concern. Substance use prevention programs for youth are often under-resourced in rural, outlying areas, including those most impacted by cannabis cultivation and acceptable social norms...
