That the Board of Supervisors:
1. Approve the supplemental budget in the amount of $205,436 for Conflict Counsel (1100246) for the ADA barrier remediation at 515 J St. (4/5th Vote Required).

DISCUSSION:
On Nov. 7, 2023, the Humboldt County Board of Supervisors ("Board") authorized the County of Humboldt to enter into a commercial lease with the owners of 515 J Street, Eureka, California, to relocate Conflict Counsel from their current location, which is a facility that was specifically listed in the 2018 Consent Decree with the Department of Justice for non-compliance with Title II of the Americans with Disabilities Act ("ADA"). Per the lease terms, the County of Humboldt agreed to remediate site arrival point barriers to access prior to program occupancy.

On June 29, 2021, your Board adopted the Humboldt County ADA Compliance Plan which requires all newly acquired leased facilities be in full compliance with Title II of the ADA prior to program occupancy.

On Dec. 8, 2023, the County of Humboldt entered into an agreement with Brokaw Design, Inc. for architectural design and construction oversight services necessary for the Conflict Counsel ADA Compliance Project and on April 9, 2024, your Board authorized the project to be publicly bid.
