RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Storm Damage Repair to Monument Road (3F020) at Post Mile 0.00 Project; and
2. Find that the project is exempt from environmental review pursuant to Section 15302 and 15269 of the California Environmental Quality Act (CEQA) Guidelines; and
3. Authorize the County of Humboldt's Director of Public Works to execute, the attached memorandum of understanding with the City of Rio Dell regarding the Storm Damage to Monument Road (3F020) at Post Mile 0.00 Project; and
4. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 18, 2023, at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Monument Road (3F020) Post Mile 0.00 located at the city limits of Rio Dell experienced roadway failure due to the heavy rainfall. The failure limited traffic to one (1) lane on Monument Road at the intersection with Dinsmore Ranch Road, a private road, both roads serving residents.

On May 21, 2018, the Humboldt County Department of Public Works ("Public Works") received notification of project approval from the Federal Emergency Management Agency.
