RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached revised plans and specifications for the Manila State Route 255 Shared Use Pathway Project;
2. Authorize the Humboldt County Public Works Director to award the construction contract for the Manila State Route 255 Shared Use Pathway Project to the lowest responsive bidder following completion of the bidding process; and
3. Authorize the Humboldt County Public Works Director to execute a project agreement with the lowest responsible bidder following submittal of the appropriate bonds and insurance.

DISCUSSION:
On Oct. 26, 2021, the Board of Supervisors approved the plans and specifications for the Manila State Route 255 Shared Use Pathway Project. Advertisement of this project was delayed by the need to receive construction authorization from Federal Highway Administration. On Nov. 12, 2021, the Humboldt County Public Works Department received notification from the California Department of Transportation ("Caltrans") that construction authorization had been approved. The project was advertised for bidding on Nov. 15, 2021, with bid opening scheduled for Dec. 14, 2021.
The California Transportation Commission ("CTC") is currently reviewing the reduced scope of work that is included in the attached revised plans and specifications for the Manila State Route 255 Shared Use Pathway Project. The contract will be awarded only if the CTC approves the scope change. The construction contract related to the Manila State Route 255 Shared Use Pathway Project must be awarded by Dec. 31, 2021, in order to comply with applicable CTC requirements, which precludes bringing the construction agreemen...
