RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached Ordinance amending sections 591-1, 591-3 and 591-5 of the Humboldt County code relating to the Partnership HealthPlan of California Commission; and
2. Direct the Clerk of the Board, within 15 days after the adoption of the ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance and the clerk shall post in the office of the Clerk of the Board a certified copy of the full text of those adopted ordinances and amendments along with the names of those Supervisors voting for and against the ordinance. (Government Code section 25124(b)(1)).

DISCUSSION:
On Jan. 9, 2024, the Board introduced the above referenced ordinance by title, waived the first reading, directed the Clerk of the Board to publish a pre-adoption summary of the ordinance and set the ordinance for adoption at least one week away. This action completes adoption of the ordinance and will result in publication of a post-adoption summary.

FINANCIAL IMPACT:
There are no direct costs associated with the changes to the county ordinance except for staff time. The amendments to county ordinance to change the number of Humboldt County Commissioners that are represented on the Partnership HealthPlan Board will not impact the county budget as Partnership HealthPlan reimburses Commissioners for travel and time spent representing Humboldt County. There is no impact to Humboldt County General Fund.
