RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, March 24, 2020, at 2:00 p.m.

DISCUSSION:
On Mar.7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Herrick Avenue (3J410) Post Mile 0.74, in the Pine Hill area of Eureka, experienced an embankment failure due to erosion at a storm drain outlet. The embankment failure threatens further damage to two (2) adjacent urban properties.
On Oct. 15, 2019, the Humboldt County Department of Public Works ("Public Works") received Federal Highway Administration funding approval to proceed with the Herrick Avenue (3J410) Post Mile 0.74 Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company. The work proposed in the attached plans and specifications consists of constructing a rock buttress, placing a junction structure with a heat-fused pipe down-drain, installing a cured-in-place pipe-liner in the existing pipe, restoring the construction access to pre-job conditions and installing sediment and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Herrick Avenue (3J410) Post Mile 0....
