RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the bylaws changes as approved by the Humboldt Children and Families Commission, also known as First 5 Humboldt, at their Aug. 11, 2021 Commission meeting.

DISCUSSION:

Over the course of the commission’s work, it has discovered the need to add alternates to the Health and Human Services Commission positions, and clarify who will contact alternates when the commissioner is unable to attend. Additionally, the commission determined that mid-term appointees, which sometimes occur when there is an unexpected resignation, can serve quite shortened terms if appointed in the later half of the original term. The commission approved lengthening the total allowable term from 8 to 10 years, while still limiting commissioners to two full consecutive terms. The change will allow for more consistency. Overall, it is hoped that the changes will lead to instances of a lack of quorum so that the commission’s business can be conducted without interruption.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the bylaws changes approved by the Humboldt County Children and Families Commission, leaving the bylaws as they were.
