RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached sub-grant agreement with Willow Glen Care Center regarding the establishment and administration of an Adult Crisis Residential Treatment Facility in Humboldt County for the period of July 1, 2022 through June 30, 2024;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached sub-grant agreement with Willow Glen Care Center, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached sub-grant agreement with Willow Glen Care Center to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
As part of an ongoing effort to provide an adequate continuum of care for those individuals struggling with acute mental health crisis, the Humboldt County Department of Health and Human Services - Behavioral Health ("DHHS - Behavioral Health"), has been working to identify additional needed mental health treatment services within Humboldt County. In early 2020 DHHS - Behavioral Health requested proposals from community providers for a Sub-Acute Transitional Mental Health Residential Treatment Facility. On July 1, 2021, Willow Glen Care Center was awarded the Request for Proposal (RFP), which detailed the implementation of a Crisis Residential Treatment facility.
