RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Department of Housing and Community Development's Transitional Housing Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On July 27, 2020, the California Department of Housing and Community Development (HCD issued an Allocation Acceptance Form under the Transitional Housing Program (THP) totaling $8 million as authorized by Item 2240-102-0001 of Section 2 of the California Budget Act of 2020 and Sections 50807, et seq. of the California Health and Safety Code.

On Aug. 20, 2020, the Humboldt County Department of Health and Human Services (DHHS) submitted an application for THP funding to HCD in accordance with the requirements of the Allocation Acceptance Form dated July 27, 2020. If received, DHHS - Child Welfare Services will use such THP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 25 years of age with securing and maintaining housing; improving coordination of essential services and key community resources; and engaging in outreach programs that are designed to serve individuals with the most severe needs.
