DISCUSSION:

Humboldt County participates in the County Medical Services Program (CMSP), which was established in 1983 when California law eliminated low-income adults from Medi-Cal coverage, transferred responsibility for their healthcare to counties, and allowed smaller counties (counties with a population of less than 300,000 at the time) to participate in CMSP for the delivery of indigent health care services.

 

CMSP has made many changes since 1983, including creation of the CMSP Governing Board in 1995; movement of most indigent adults from CMSP to Medi-Cal under the Affordable Care Act; changes to Realignment affecting CMSP program funding; and most recently, the addition of a new CMSP primary care benefit program for low-income adults in CMSP counties that are not enrolled in other health coverage called Connect to Care.   

 

This presentation is to update the Board of Supervisors on Connect to Care and other CMSP programs available to your county residents.
