Recommendation
That the Board of Supervisors:
1. Appoint Doug Comstock to fill the vacancy on the Orick Community Services District governing board for the remaining two years, ending the first Friday of December 2021.

DISCUSSION:
The Orick Community Services District governing board is recommending Doug Comstock to fill an existing vacancy. This vacancy occurred following the 2019 Consolidated Districts Election when no qualified candidates filed candidacy papers between July 15 - August 14, 2019, for Doug Comstock's term ending on December 6, 2019. Doug Comstock was originally appointed by the Board of Supervisors on November 15, 2015, as an out-of-district appointment following the 2015 Consolidated Districts Election when no qualified candidates filed papers.

Pursuant to Government Code, Section 1780 (d)(1), Orick Community Services District posted notice of the vacancy in three conspicuous places in the district for 15 days. Government Code, Section 61040, requires government board members to be registered voters and reside within the district boundary. The Orick Community Services District did not receive any interest from registered voters who reside in the district. Doug Comstock has expressed interest in continuing to serve on the district board. Although Doug Comstock lives outside of the district, he conducts business within the district and is an active member of the Orick community.

Pursuant to Government Code, Section 1780 (f)(1), when a vacancy is not filled by the district board by appointment, the board of supervisors of the county may appoint a person to fill the vacancy within 90 days of the date of the vacancy.
