RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize Request for Budget Transfer/Adjustment for fixed asset purchase of one Multimode Plate Reader and Laptop Kit in the amount of $21,581 (Requires 4/5 vote); and
2. Direct the Clerk of the Board to provide the Department of Health and Human Services - Public Health with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
The Public Health Lab at 529 I street purchased a new Victor Nivo Multimode Plate Reader. This instrument allows for the detection of Ricin toxin in environmental samples. This equipment purchase replaced the Lab's Victor X4, which is being sunset by the manufacturer. The Victor Nivo allows for the Public Health Lab to fully test suspected Bioterrorism samples utilizing the Centers for Disease Control (CDC) Laboratory Response Network (LRN) algorithms. Having this instrument is a requirement to participate in the LRN program. This instrument allows the Public Health Lab to respond to bioterrorism threats much faster than sending samples out of the area and for appropriate law enforcement response to suspected bioterrorism cases.

The purchase of the new instrument occurred in February of 2024 for the price of $46,579.98. $24,999.92 of this purchase was funded by a Homeland Security Grant with the remaining $21,580.06 paid for by Public Health.
