RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Public Works - Solid Waste Division to issue, the attached Request for Proposals regarding management of a countywide Edible Food Recovery Program on March 2, 2023 with all Proposals due no later than March 31, 2023 at 4:00 p.m. as required by Section 10344 of the California Public Contracts Code; and
2. Direct the Department of Public Works - Solid Waste Division to return to the Board with a professional services agreement regarding the provision of Edible Food Recovery Program Management once the review, evaluation, selection, contract negotiation and approval processes set forth in the attached request for proposals have been completed.

DISCUSSION:
On Dec. 13, 2022, your Board received a presentation from Department of Public Works Solid Waste staff on Humboldt County's SB 1383 Organic Waste Recycling Update. Staff provided information on the California Department of Resources Recycling and Recovery (CalRecycle)'s requirements that all California jurisdictions must adhere to along with a status update on Humboldt County's current compliance. Part of the statewide effort to reduce emissions of short-lived climate pollutants (SLCP) in California, requires a rescue of at least 20% of currently disposed edible food. To help meet this goal, staff and regional partners from all jurisdictions within Humboldt County have agreed to work collaboratively on developing a regional Edible Food Recovery Program.
