1. Approve the Supplemental Budget request for budget unit 1100-221970 - Bulletproof Vest Grant (Attachment 1) (4/5 vote required).

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) has been the recipient of the Patrick Leahy Bulletproof Vest Partnership (BVP), also referred to at the Sheriff's Office as the Bulletproof Vest Grant, for many years. The Office of Justice Programs releases this annual funding opportunity to help local law enforcement purchase bulletproof and stab-proof vests. Created by the Bulletproof Vest Partnership Grant Act of 1998, this program has awarded more than 13,000 jurisdictions a total of $522 million in federal funds for the purchase of over 1 million vests, 1,441,013 as of November 2020.

On Nov. 3, 2020 via agenda item 20-1412, Sheriff William Honsal was authorized to execute any and all agreements for the Bulletproof Vest Grant, if County Counsel and Risk Management have reviewed and approved in advance. This authorization shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal.

FINANCIAL IMPACT:
The Bulletproof Vest Grant has a 50% match requirement. The 2021 allocation for Humboldt County is $13,003.07, requiring an additional investment of the same amount. A supplemental budget is requested in the amount of $13,004 for the grant allocation. In anticipation of the grant award, HCSO budgeted a reserve in budget unit 1100-221 for this match. To cover the match requirement, an appropriation transfer from the Sheriff's Operations budget unit, special departmental expense line item (1100-221-2123) in the amount of $13,004 has been submitted...
